1hp scott motor ebike

You were right it was tilted, I slipped a piece of thin alunimuim under the jackshaft mount and it tilted it to the left, and it looks pretty good now angle wise. Any more shims and it will be the opposite of previously. But the chain is still jumping.
 
I over built the mounts steel 1/2" tube then 5/8" aluminum plate, there is a millimeter of flex on the mount vertically under power, nothing side to side. Verticle flex shouldn't change anything should it?
I'm beginning to suspect its my 9T sprocket, I had to turn it down on a lathe from a #41(1/2" wide) to 1/8" I might have a tooth that doesn't have a good profile and is catching.

Now to just figure out whats the problem with my throttle, when I start twisting it is goes up from 0 to about 80-ish when I twist it from 0 to 80% but after 80% is drops off and starts going slower, like 70% instead of going to 100% Any ideas?
