We are trying to source a rack/battery setup that seems to be difficult to find..

48 or 52 volt
Minimum of 20 Ah
Samsung cells (this seems to be a deal breaker...)

Any thoughts out there?

If you presume the presence of a rack, then you can presume the presence of panniers. Those will not only hold almost whatever battery you find, but they'll give it a little shock absorption to make life easier for both the battery and the rack. Even if you want the panniers for other luggage, you can use a rack top trunk for the battery, and put a slice of closed cell foam in the bottom for some of the same benefits of cushioning.
 
Yes...I tried explaining that, but our customer is adamant about those three features and a double rack. I tried!

I had good luck with this seller before who makes a 48V21Ah rear rack format battery:

Also smaller 48V18Ah:

I did order a Samsung 35E celled pack from them before, although I got it in Silverfish format. Performed to spec. They included multiple bottom plates too, which came in handy adapting it.
 
Some customers can't be repaired, it seems.
