5304 on a 700C

I'm curious if anyone has any thoughts on a 5304 on a 700C wheel? I was considering 407 but I'm curious about the kind of performance you'd get with a 700C 5304. I've been looking into tons of different e-bike ideas and still undecided. Previously i was considering 5304 26" MTB but >.< so many choices...
 
I'd like to try to see if i can get atleast a 30 mile range (more the better of course), there are some hills, a few steep ones which would be nice if i can attempt to conquer (with some pedalling perhaps) I weigh in at around 230 (big guy working on losing weight though) planning to use ping lifepo4 batteries 48V 20AH (or waiting for ping's new generation and i want to put two 24V 20AH's in a series and be able to upgrade to 72V as i go on. I see myself wanting to cruise at around 20-22mph with some extra speed now and then depending on how the batteries work out for me. The 700C 5304 hub comes from electric rider so i don't know if its downhill type.
 
I rode fast and hard for years on 700c rims, and know how to straigten rims real good now. Nowdays I still have a nice vintage roadbike, but for beating to death at 25 mph day in and day out on the ebike, I'll take the MTB rims. A 29er would be sweet! I think you could run a 400 series on the skinny tire ok, but a 5304 might just burn the rubber off kinda quick. One day I was looking at my tires thinking, maybe I should try some slicks for better range, and then realized, they will be slicks by fall.
