Last time it was discussed, a conclusion was made there is no way for the motor to spin without your crank spinning too. This is because it is built for PAS only and is missing an internal clutch.
So for any throttle your legs would have to be spinning too, even if you chipped or replaced the controller.
Try put it in walk mode (which is basicly throttle) and see if the cranks spin.
