This 36v lithium ion pack looks to be a 10s6p, and rests at 38.6v when fully charged. I think it should be at at least 41v, so its a little tired.

I know there are some options to consider like just replacing the whole thing for like $250.

What good options are there for replacing the cells in this pack? a 10s5p setup would be ok too.

It could be just way out of balance, not allowing it to fully charge. Unwrap it and check the individual cell group voltages. But first, I'd just try leaving it on the charger for a few days adn see if the voltage increases. You may have to cycle the charger on and off if it's not automatic.

How old is it?

I don't think its out of balance; I think its probably past its prime with many a cycle on it. It is probably from 2009. I guess it could be that it has low cells, but it is pretty old.

True, that there is really not much to lose by leaving it charging in an attempt to balance for a few days.
