I think your seeing a mechanical sliding contact, then a relay to latch onto the cell with the electronics?? and the hall sensor(s) tell the position of the rotor? Whey not just an array of reeds, two for each cell, break b4 make, magnet on rotor, positional control inside the servo? (mabye need an optical).
Ive seen a lot of reeds go for less than 10c per. thats $20 in reeds for a 100s setup or less mind you thats 200 reed switches. hmmm might be quite large eh? . of course this would limit balance charge current /bleed to around 1-2 amps. which would be enough?
