Are 18650 HG2 or 30Q or 25R cells protected or not?

All these popular 18650 cells we use for e-bikes or e-skates like the HG2 or 30Q,.. are they protected or not ??
 
Protected from what ?
There are many forms of cell protection..
Overcharge voltage
Over discharge voltage
Excessive high current discharge
Over temperature cut off
Over internal pressure release
Etc etc.
If you are thinking about the more common discharge current protection, then no those particular cells do not have that feature
 
You might find versions of these cells that are protected, but the ones used for ebike packs do not include built-in protection. It's not appropriate to use protected cells in large series strings as the voltage exceeds what the protection devices can handle.
