Battery charger flickers

I have two 48V 11.6Ah Bottle-09 Panasonic Battery Packs from BMSB. One battery charges fine, but with the other, I encounter a problem: the charger light initially turns green, then red, and continues to flicker between red and green every half a second. The charger voltage is around 60V (as it should be), and both battery packs are around 50V. When I install them on my bike, the battery indicator for the good one shows fully charged, but the indicator for the 'flickering one' only shows 3/5. Any explanation for this?

If the batteries are lithium ion, then the charger voltage should be 54.6V, not 60V. At 50V, it seems like the “bad” battery at 3/5 seems accurate (3.84v/cell) since they aren’t fully charged.
