Battery pack malfunction

I bought a second hand bike ,after plug charger the green red cycle blinking endless I dissambled the battery I tested all the components fuse cable connection are ok but the the three cells in parallel were defective I tried to replace them with other brand with same voltage ,the issue still there I'm Novice could anyone help me from where to start to solve this problem thanks in advance .

What is the voltage of the pack after replacing the cells?
 
I meant the complete pack, not the parallel group. Please measure both at the discharge connector and the charge connector.
Sorry for misunderstanding when getting shop, I will measure the total voltage and post the result.

I Measured the voltage of battery pack is 36V without the fauly one group

Did you measure the internal resistance of the new and old cells?

I think you’re saying after you replaced the 3 new cells the battery still won’t charge? Maybe the BMS is damaged as well. Just a thought…
I don't have a working BMS ,how to test the resistance of the cells ?
 
I isolated The BMS the red charging constant the culprit now is being revealed
