It is possible they are anticipating that users of these will do the same thing they commonly do for the lead-acid batteries in their ICE vehicles: plug the heaters mounted to those batteries into a wall outlet to keep them warm and ready for operation.
This presupposes the charging system for the battery includes a heating system as well, which it would need to have to ensure the user is never charging a frozen battery (since the user will never be checking for that; they're just going to plug them in to charge and then unplug and ride, which is all they should *have* to do).
