Good that you bought from smartec they are ok, i was ripped of by Shenzhen CoreSun Industrial Co.,Ltd last week
they will promiss you whatever bms you want and send you garbige, beware !!! .
by the way you can cut down your 45$ shipping to nothing if you will buy something on ebey and ask the seller to add the bms to the package its an extra of 1.5$ delivery inside shenzhen and most sellers will agree .
better get abit higher amp rate bms they are so cheep ennyway.
but dont forget there are no 2.5 lvc liofepo4 in all china all are 2.0v and all lipo lvc are 3.1 accept bms battery but no more than 20a constant and expensive delivery. hope your controler will cut off the volts on time

Be ware of victpower , i was just ripped of 600$ and its painfully believe me. i ordered 81 units ncr18650b to make my self a battery pack. unfortunately in the customs they stayed that 81 pcs is commercial use and that it must pass a safety standard, so the batteries were sent back. victpower received the batteries back and asked for an extra of 130$ for building from the batteries a battery pack so it wont be commercial use.extra money to be payed by bank transfer not paypal . 45 days have passed to late to do paypal dispute for the original payment and now all money is loosed. its complicated but i say : victpower will use any opportunity to rip you off. if your batteries are sent back you will never see them again, if for some reason your shipment will be dilayed 45 days passed paypal dispute time probably you will not get to see your batteries ether. remember victpower andy wang and xin wang are nice ppl but the moment they will have the chance they will cheat you. also all their batteries are b-grade , don't beleve them.

I think B just refers to the product cell type from panasonic and not really a grade.

Victpower is less than a crap shoot. Many horro story's of victpower. I got 25 A123 loose cells in the midwest group buy one high IR cell and replaced it. But I got one extra and wish I had gotten one more. This was early in the start of the A123 dump sales.
I have read of many shit packs and sale gone south with victpower under many different names on ebay. I would never send money to victpower as had many offers of A123's cells from 16.50 - 20.00 for full tabs. Victpower just run the other way

I bought the very same cells from victpower. I ordered 56 and got 48 panasonic and 8 lg. I asked wang xin to send me missing cells, she was insisting that they will ship them out with my next order but I stood my ground and they shipped missing cells which I received. All cells IR was measured with pro meter, something like doctorbass uses and they were all consistent with 36-37mOhm IR. Huge delay, but I got the cells alright. The service and communication were good. I probably would think hard before I buy f4om them again.
To respond to your situation, I think you missed your chance to do the paypal claim and it was your mistake knowing chinese vendors. No matter what, if you dont have product in hand by paypal deadline, do a claim! Thats a rule.

Hay . why not try the panasonic ncr18650b they have a tun of energy , light weight and aren't so expensive these days
i worked a lot with the a123 20ah cells and they all dye out in the end , just the smallest trauma and they are gone, sometimes even without reason
on the other hand i got some ncr18650 for testing and no matter what i did to them they gave the exact performance. i took them down to 0 volts and held them there for along time , just as if i did to them nothing

i bought a great battery from them, it lasted about 6 months, till i charged it in cold weather, then it slowly decreased down to 20 percent capacity and went all puffed. the funny thing is i had made a post here about is it ok to charge in cold weather 2 months b4 and no one thought to answer... no it's hazardous! the cells were pretty crap, i doubt they want to make a name for themselves for quality.

I wish ppl will stop buying from this victpower, he is a cheat and will steal you'r money or send you defect cells if he gets the chance, on international trading there is no police no judge or opportunity to sew criminals. i would stay with eBay, if you buy from victpower and something happens like in my case you need to understand that one day passed the 45 days you will not be able to open a case with Paypal. so do not be friends with this seller, i would say just stay away from him. there are other sellers on alibaba that sell the same stock, they are not so cheep as victpower but here is the reason victpower is so cheep , the only reason victpower is so cheep is that its because he makes his money from cheating buyeres, and if you think you are smart and you wont be cheated , he will be smarter than you because this is his profession, so i say : ''just say no'' no to andy wang and no to xin wang and dont be fooled buy their low prices

Yes, vendors, domestic and international, are never your friend. Everyone knows about the 45 day limit on opening a case, but it sounds like you still don't understand that there is a 0 day limit on international - you could never open a PayPal case, so 45 days is irrellevant. In fact, all guarantees/warranties/assurances are completely useless because there is no way to enforce them - and if you pressure the seller to lie and give you guarantees/warranties/assurances, you will get their worst product in the worst packaging. If you pressure them on price, the savings will show up on shipping increases. Because you have western-style expectations for the transaction, it sounds like you didn't do your research, and "thought you were smart", and pressured your vendor.

Dealing with China is like throwing a basket of money over a wall, and hoping they throw back something you like. It sounds like you dont understand that Alibaba is a few vendors mixed in with many scammers. That said, I have bought many thousands of $$$ of hardware from Victpower, some of it better than the rest, but I didn't abuse the vendor for false promises and I always got what I paid for.

It is possible but I doubt it. They were selling fairly high quality 20 AH cells in early 2012. I'll bet they ran out! Mine are fine but I would not order from them now. Too many folks reporting bad stuff!

I paid 3300 USd in March for 9 x OEM 7s3P A123, after payment no stock, after waiting for a few months they promised me a refund, so I bought some other packs and now I'm still waiting for my 3300 USD Refund, Andy told me he paid me back but I have nothing on my bank account. Now I see he is a gold Supplier at Alibaba, so My next step is to fill in a complain form at Alibaba, I don't know if that is helping. I also wonder if Andy and Wangxin are not the same person
