I wish hit and run on cyclists and peds were rapidly investigated through cell phone location records, and leaving the scene was presumed to demonstrate intent. I don't know what else can turn the tide of violence against benign road users, short of taking the murder vehicles away from all murderists inside cities (which I would much prefer).
