A 35-year-old man riding a bicycle was fatally shot on Garner Avenue mid-afternoon Monday, according to Salinas police.
Around 3 p.m., police responded to a report of a shooting on the 1400 block of Garner Avenue and found Ernesto Ruiz Martinez down in the street suffering from multiple gunshot wounds.
Police determined Martinez had been chased on his bicycle by two men in a dark colored two-door vehicle. It's believed that he had just emerged from a nearby residence before the short chase ensued. At least one of the suspects shot at Martinez and struck him several times.
Martinez was taken to the hospital for his injuries, and he died there the next day. This is the city's 33rd homicide of the year.
Due to the location of the shooting and time of day it occurred, Salinas police investigators believe it's highly probable there were many people in the area at the time of the shooting.

A driver in his 60s was making a left hand turn onto South Coast Highway from the Oceanside RV Park when he heard a thump about 7 a.m., Oceanside police Lt. Leonard Cosby said.
The motorist made a U-turn back into the park, got out of his white Dodge Ram 3500 and found the child lodged under his rear tire, Cosby said. A black bicycle was nearby.
Nearby drivers helped guide the man’s pickup off the boy, the lieutenant said. He was flown to a hospital but succumbed to his injuries.
Investigators suspect the boy was headed the wrong way in a bike lane when the crash happened. They have not located any witnesses who saw where the child was before the collision, Cosby said.
The victim was likely on his way to school. He attended Lincoln Middle School on California Street.

A bicyclist struck by a vehicle on Howe Avenue earlier this month has died from injuries suffered in the crash.
The Sacramento County coroner identified the man as Cristobal Corona, 24, of Marysville.
A Sacramento Police Department activity log notes that Corona was traveling west on Swarthmore Drive at Howe Avenue near the Campus Commons neighborhood at about 6:50 a.m. on Oct. 14 when his bike was hit by a vehicle headed south on Howe.
Fire Department medical personnel transported Corona to a hospital with serious injuries. He was pronounced dead at 6:20 p.m. Thursday, about eight days after the crash.
The Police Department’s major collision investigation unit is investigating.

WEST COVINA >> A 44-year-old bicyclist was struck and killed by a car late Monday night. An officer saw the car leaving, pulled over and arrested the driver.
Ed Winter, assistant chief of investigations and operations for the Los Angeles County Department of Medical Examiner - Coroner, identified the dead man as Jose De Jesus Ruiz-Villanueva of La Puente. He said Ruiz-Villanueva died at the scene.
The fatal collision happened on Valinda Avenue, north of Merced Avenue at 11:49 p.m.
Rudy Lopez, spokesman for the West Covina Police Department, said a white 2003 Infinity was heading north in the 1100 block of South Valinda Avenue at a high rate of speed when it hit a bicyclist who was also northbound.
He said an officer, who was parked at Merlinda School and writing a report on unrelated incident, heard the collision and spotted the car driving away northbound.
The officer stopped the car on Cameron Avenue.
“A second officer went to the (crash) scene and found the bicyclist lying on the street,” Lopez said, adding that Ruiz-Villanueva was pronounced dead at the scene.
Lopez said Ruiz-Villanueva was on his way to work when he was hit. But Lopez didn’t know where the victim worked.
The driver, 25-year-old Presley Danielle Rodriguez of Glendora, was arrested on suspicion of felony driving under the influence causing great bodily injury or death and felony hit-and-run.
Booking records show she is being held at West Covina jail on $100,000 bail. Lopez said Rodriguez will be arraigned Thursday at West Covina Superior Court.

DAVIS, Calif. (KCRA) -
A vehicle hit and killed a bicyclist Friday morning in Davis, according to the California Highway Patrol.
The crash happened about 6:45 a.m. near County Road 99 and West Covell Boulevard.
The driver, who stopped after the crash, told investigators it was dark and he did not see the man on his bike, the CHP said.
No additional information has been released.

PHILADELPHIA (AP) — Police are searching for four suspects after a teenager was shot and killed while riding a bicycle in Philadelphia's Strawberry Mansion section.
Police say 17 shots rang out on Sunday afternoon.
The 16-year-old boy and a 15-year-old boy were riding bicycles when the younger boy said they had an altercation with four men in a silver Buick.
They thought it had driven away. But as they were riding down the street, the boys noticed the car pulled over and the shooting started.
The wounded 16-year-old was pronounced dead at a hospital. His name has not been released.

A 16-year-old Everett Alvarez High School student was shot dead Sunday night, while he rode his bike around his East Salinas neighborhood, police say.
Police were called to Orchard and Sieber avenues about 9pm to a report of a shooting. Officers arrived within minutes, and found the teen, who has been identified as Juan Angel Perez, dead on the street.
Salinas Police Cmdr. Vince Maiorana says there were about 100 people on the street when officers arrived, but have received little information that could lead to any arrest.
"People have not been cooperative with us," Maiorana says.
The information obtained from witnesses details three suspects wearing dark clothing approaching Perez while he rode his bike. The suspects, who Maiorana says were likely involved in gangs, fired several shots at him and then ran away.
Perez had no criminal record with the police department and is not a known gang member, Maiorana says.
The deadly shooting marks Salinas' 34th homicide this year.

A Carmichael woman died at a hospital Wednesday, after she was struck by a pickup truck while riding a bicycle, authorities said.
Margaret Bengs-McReynolds, 66, was cycling on eastbound Fair Oaks Boulevard, south of Kenneth Avenue, according to the California Highway Patrol. As she reached the two-way left-turn lane, she a Toyota Tundra driven by Matthew Gary of Sacramento struck her, according to a CHP news release.
“Bengs-McReynolds was knocked to the ground and struck her head,” the release said.
She was taken to Mercy San Juan Medical Center, where she was pronounced dead. She was not wearing a helmet, according to CHP.
Gary was not injured. CHP officials said he was traveling less than 35 mph when the collision occurred.

Cleveland police said a bicyclist was shot early Friday in Gordon CLEVELAND POLICE
CLEVELAND, Ohio -- A bicyclist was shot in the chest early Friday in Cleveland's Gordon Square.
The attack happened about 3 a.m. on Detroit Avenue near West 65th Street.
The bicyclist told police he was riding east on Detroit Avenue when an unknown male approached him and asked for a cigarette.
The bicyclist stopped and told the male that he didn't have one.
The male pulled out silver handgun. The bicyclist pushed his bike at the male and ran.
The bicyclist heard gunfire and felt a pain in his chest, he told police.
Paramedics took the bicyclist to MetroHealth. His condition on Friday afternoon was not immediately available.
The male grabbed the bike and left the scene with it. Police later found the bike, but not the shooter. No arrests have been made.

"Tens of thousands" of tacks have been placed on one of Melbourne's most popular bike routes since 2014 in an ongoing battle being waged against cyclists by an as yet unknown belligerent.
At least 40 tyres were punctured this morning during a protest ride against the ongoing sabotage of cyclists on Yarra Boulevard. The saboteur managed to place the tacks in the short space of time between the road being swept this morning and the protest ride itself.
Despite months of tack incidents, risking serious injury and necessitating the road being swept "several times each week", the local roads authority and police have refused to place CCTV on the road, which is unlit at night, something protest organiser, George Mihailides is calling for.
Mihailides told The Age(link is external): "The road is secluded and it's unlit at night.
"There is no way they are going to catch this person until they put cameras there."
He said until something is done the incidents will continue to worsen, and estimates tens of thousands of tacks have been laid since 2014.
"There has been a brazen escalation," he said. "When the tacks go down, hundreds and hundreds go down at a time."
VicRoads is the local road authority, which sweeps the area several times each week in response to concerns from road users. Its metro south east regional director, Aidan McGann, called the tack sabotage a "serious issue".
He said: "Yarra Boulevard is one of the most popular and enjoyable cycling routes in Melbourne and it is incredibly disappointing that someone would purposely create an unsafe environment and potentially cause serious injury."
Sunday's protest follows the injury of 82-year-old Michael Waterford, who suffered bleeding to his brain following a puncture on the road.
Although no tack was found in Waterford's tyre, Mihailides said the incident highlights the dangers punctures pose to cyclists.
He said. "No one should trivialise this issue. Cyclists are at risk of serious injury and death.
"Making matters worse, there are recent confirmed reports of motorists menacing and threatening those cyclists who choose to ride on the main road surface as opposed to the shoulder to avoid tacks.

A bicyclist and the driver of a stolen car were killed after the driver struck the cyclist then crashed into a tree in Miami Monday night, officials said.
The fiery crash happened in the area of Northwest 12th Avenue and 54th Street around 7:25 p.m.
According to Miami Police and Fire officials, the car, a black Infiniti which was reported stolen out of Sunny Isles, hit and dragged the bicyclist about a block before crashing into a tree. The car burst into flames, killing the driver and bicyclist.
"Unfortunately for that cyclist he was dragged along with the vehicle as he lost control onto 53rd street," Miami Police spokesman Freddie Cruz said.
Eight Miami Fire Rescue units responded but were unable to save the driver or cyclist.
"This has got to be one of the most gruesome and violent crashes that I have seen in my career," Miami Fire Rescue Capt. Ignatius Carroll said. "This bicyclist sustained severe trauma to the body, really too gruesome to even try to describe."
No other injuries were reported. The driver and bicyclist haven't been identified.
Police are still investigating the incident.

MIAMI (CBSMiami) – An investigation is underway after City of Miami police said two men were killed when a man driving a stolen vehicle struck a bicyclist.
Cellphone video captured a fiery scene off NW 12th Avenue and 53rd Street Monday night.
According to police, after the man in the stolen vehicle struck the bicyclist, his vehicle then struck a light pole, a tree and the side of a home before bursting into flames.
City of Miami police said the vehicle, which was reported stolen from Sunny Isles Beach, was speeding on NW 12th Avenue.
“As soon as this vehicle approaches 54th street, it strikes a cyclist that was at the intersection,” said City of Miami Police Lt. Freddie Cruz.
“It actually caused the bicyclist to the thrown into the air, the vehicle’s still traveling southbound and it collides with a tree in front of a house and burst into flames,” said City of Miami Fire Rescue Capt. Ignatius Carroll.
The impact was so severe it broke the tree in half and caught the attention of people at a nearby busy shopping center.
Several Good Samaritans ran to try and help the man inside the vehicle.
“Ten to 12 of us tried to help but some people backed away when the fire get a little hot,” said Good Samaritan Richard Smith.
“I just saw everybody running pretty much that way and the cops and the firefighters came right away,” said Mayuli Bas, who was at a nearby shopping center when she heard the crash.
According to City of Miami Fire Rescue, the bicyclist sustained severe trauma to his body too gruesome to even describe.
“This has got to be one of the most gruesome and violent crashes that I have ever seen in my career,” said Capt. Carroll.
“Anybody could have gotten killed. There are children. It’s a residential area. It’s very scary,” said Bas.
The cause of the crash remains under investigation. Police have not released the name of the driver or the bicyclist.

NORWALK - Kidnapped at knifepoint, a bicyclist was taken to a local park and shot in both legs Wednesday morning.
Sgt. Kimberly Guerrero of the sheriff’s Norwalk station said the 30-year-old man was targeted and the shooting appears to be gang-related.
She said the man was riding a bicycle on Foster Road between Pioneer Boulevard and Gridley Road around 7 a.m. when another man approached and forced him at knifepoint to get into a car.
There were two or three other men in the vehicle. The car stopped at Gerdes Park, 14700 Gridley Road, where the suspects ordered the victim to get out and shot him, according to Guerrero.
There were no detailed descriptions available for the suspects. The car they used was described as a turquoise Toyota sedan.

NATIONAL CITY (CBS 8) - National City is the most densely populated city in San Diego County. As way to get more parking spots and "safer" bike lanes, the city implemented "reverse angle parking" where drivers are now required to back into slanted parking spots as posted.
Backing into a parking spot can be a challenge and the stakes are even higher when you’re required to reverse park diagonally.
“The fear factor and the fact that we just don't do it that way though it’s a million times easier than parallel parking,” said Ron Morrison, National City mayor.
Morrison says as a way to cut down on accidents, the city put in the slanted spaces with one catch: You have to back in.
“They're a little sharper angle than normal diagonal parking, It allows someone to turn stop and then turn their wheels and back into a spot," Morrison said.
He got the idea from a busy district in Washington D.C. a decade ago.
"Found out it was legal in California, it just wasn't done," he said.
So for the last year, near 4th Street and Euclid and coming soon down D avenue, the rules are posted and there’s even a tutorial video.
"Once people get used to it they love it."
So we test it out, and it does take some skill and patience.
Morrison said it adds full visibility in both directions if someone is coming on the bicycle path.
The new angled spots under construction along D Avenue should be completed by Dec. 7.

RED HOOK, Brooklyn (WABC) --
A bicycle delivery man was critically injured when a tree fell on him in Brooklyn Monday afternoon.
The incident happened near the intersection of Pioneer Street and Richards Street, between Red Hook Houses West and Red Hook Park, in the Red Hook section just before 1 p.m.
Most customers in New York don't pay much attention to their delivery man, but this man was different.
Residents say he was a friendly part of their community, always racing to the projects and the homes nearby to get the food delivered as soon as possible.
He's now in the hospital fighting for his life.
He was a popular delivery man bringing Chinese food takeout to this Red Hook community when disaster struck.
"I saw it from my window. I saw him. I heard guy yell 'Whoa'. Bam. Hit him," a witness said.
Eyewitness News is told the tree fell right on top of the worker. His loved ones rushed to the scene. From Newscopter 7 you could see his crushed bike underneath.
"Hard-working, sweet guy. Everybody said, 'Hi how are you doing?' 'I got to go,' he would say. Real nice person," said Julio Aviles, a customer.
The accident happened around 1 p.m. Monday on the lawn of a popular path that cuts through Coffey Park.
The Parks Department confirms an outside contractor was in the process of removing trees, damaged by Superstorm Sandy, when one fell on top of the 30-year-old victim.
The big question is why wasn't the path closed off?
"There seems to be negligence on behalf of contractor. Only two people didn't caution off the area," said Geoffrey Croft, President of NYC Park Advocates.
The restaurant "Ling Gee" closed shortly after the accident.
Meanwhile, a fellow delivery man says they crossed paths on their bikes just seconds before the horrible accident.
"He passed me. Then I heard the noise and looked back, he was on the floor," Sherwin Bobb said.
"Did you hear anyone say, 'Watch out, there's a falling tree?'" Eyewitness News asked.
"No, I didn't hear anything," Bobb said.
There are conflicting reports as to whether or not the workers tried to warn the victim that a tree was about to fall.
If they did, it's not clear if the delivery man understood.
The Department of Parks released the following statement: "Our thoughts are with the individual injured in this unfortunate accident. NYC Parks is conducting a thorough investigation of this incident. There is no further immediate danger to the public."

The city of Indian Wells has been ordered to pay about $6 million to a local family who sued over unsafe bike lanes after a nationally renowned neurosurgeon was killed on Fred Waring Drive three years ago.
Dr. Gerald Brett Weiss, 52, of Palm Desert was killed while riding his bike through Indian Wells on June 2, 2012. Weiss was struck from behind by an alleged drunk driver, but his family argued the road’s narrow bike lanes and lack of streetlights was the true cause of the collision.
A jury ruled in their favor on Tuesday after a day of deliberation, saying the city was partially responsible for the doctor’s death.
“It’s just hard to see him until it’s too late to do anything about it,” said Joseph Daniel Davis, the attorney who represented Weiss’s family. “But if the roadway had been built with the 15- or 16-foot lanes that it was supposed to have under the law, then he would have never been in the car’s path, and — drunk or sober — he would have gone right past.”
Tuesday’s verdict will have major ramifications for Indian Wells, a mid-valley city with 5,100 residents and an annual budget of about $20 million.
City Attorney Joe McMillin said the judgment will be paid from a liability pool, in which numerous California cities lump their finances together to protect each other from costly lawsuits. However, Indian Wells will be responsible for re-paying the pool over time, which means the $6 million judgment will eventually come out of local coffers.
McMillin said he didn’t know if Indian Wells would appeal the verdict.
Weiss was a Lyme Disease specialist who had recently relocated from Connecticut after being recruited by John F. Kennedy Medical Center in Indio. He is survived by his wife, Melanie Haber, and two teenage sons.
Weiss’ family had initially asked for $19 million, and Indian Wells offered a $5 million settlement, which was turned down, Davis said. After the verdict was announced on Tuesday, Davis said he had expected a larger judgment.
Davis said Fred Waring once had sufficient bike lanes, but they were removed in the mid-2000s when the road was widened. The new road has a paved shoulder for bikes, but no painted line separating the bike lane from the rest of the roadway.
That becomes especially problematic as Fred Waring moves west, and the outside lane narrows from about 15 1/2 feet to 10 1/2 feet, not including the gutter. This slowly erases the bike lane and funnels cyclists into high-speed traffic, Davis claimed.
The city of Indian Wells argued the driver and Weiss himself were responsible for the death. McMillin said that Fred Waring is not dangerous during the day, but that it was unreasonable for Weiss to ride there at night.
“Our position is that he should have been on Highway 111, where there are shoulders and lights and everything,” McMillin said. “A reasonable person wouldn’t be riding on Fred Waring at night.”
To counter, Davis noted that Indian Wells had once posted a “bike route” sign that pointed cyclists toward this particular section of Fred Waring. The city took the sign down in 2011, after deeming the road too dangerous for cyclists, but didn’t do anything to actually discourage riders from using the road.
The lawsuit against Indian Wells also included testimony from the accused drunk driver, Christopher Eugene Stockman, 24, of La Quinta. Stockman has pleaded not guilty to vehicle manslaughter and DUI and is awaiting trial. Indian Wells filed a counter-lawsuit against Stockman, but it was dismissed.
As attorneys left the courtroom on Tuesday, there was some confusion about the total size of the judgment awarded to the Weiss family. The actual award amounts to somewhere between $5.8 million and $6.1 million, with the final total currently unclear.

An afternoon traffic accident killed a bicyclist in a hilltop residential neighborhood, according to the California Highway Patrol.
The victim died at a hospital soon after the 3:45 p.m. crash Wednesday, Nov. 18, along the 15800 block of Skyridge Drive in the Lake Hills area.
CHP officers were investigating, but no details were available, said Sgt. Sylvia Vargas.

A preliminary plan for a permanent national monument in Ottawa for downed cyclists, which would also serve to honour the joy and spirit of cycling, could be ready in about six months, according to the city councillor assisting with the privately funded initiative.
Coun. David Chernushenko says he's been working on the idea of a national memorial to downed cyclists with the family of Danielle Naçu, who was killed while she was cycling to work in downtown Ottawa in 2011.
So far, the planned site is a patch of unused green space between Bronson Avenue and Bronson Place off Colonel By Drive, which Coun. David Chernushenko identified in his ward.
The initial indication from city staff is that the site is viable, surplus land, but a formal check has to be made to ensure there are no obstacles, Chernushenko said in an interview earlier this month.
The idea for the monument was borne out of discussions between the councillor and Brent Naçu, the brother of an Ottawa woman who was killed while she was cycling to work in downtown Ottawa in 2011.
A motorist opened their parked car door as Danielle Naçu was cycling by on Queen Street. The 34-year-old hit the door and was knocked into the path of another vehicle, which hit her.
She was taken to hospital but died of her injuries. Chernushenko and Naçu spoke several times over the years at events in Naçu's memory and discussed the idea of a permanent memorial.
Ghost bikes have 6-month limit
Naçu is coming up with a business plan to fund the monument, Chernushenko said.
Ghost bikes and other roadside memorials are only allowed for up to six months following a crash. Chernushenko says he wants people to know that the idea of a permanent memorial for downed cyclists is being worked on. (CBC)
"Many, if not all, of the people who are killed in an accident on a bicycle, they're riding a bike because they love to ride a bike," Chernushenko said. "... That their time ended tragically should not take away from the fact that cycling is still a great way to [travel]."
Earlier this month, the city's transportation committee approved a six-month limit for roadside memorials, including ghost bikes. Staff originally recommended a three-month limit, but six months was agreed to after complaints from the public that three months wasn't enough time for the memorials to be in place.
The controversial motion was tabled by Chernushenko.
"I raised this just so that people were aware that I was working on this, so that those who might feel that it's heartless of me to say, 'Time's up, go home,' that there is actually something [else] to go to," he said.

Boris Johnson obliviously cycled past commuters making rude gestures at him, as he opened London's first segregated cycle superhighway.
One cyclist on the cycle superhighway was pictured raising his middle finger at Mr Johnson, who appeared to wave back at the man as their paths crossed over Vauxhall Bridge.
Speaking on the Bridge, the London Mayor laughed off three separate verbal attacks from cyclists using the new highway, before admitting there is still "a lot of work to do" on revolutionising London's transport system for cyclists.
Mr Johnson said it was "fantastic" to see the lanes get so much use, and said the overall reaction had been very positive.
"The people I met on the cycleway seemed to love it," he said.
"This is probably, in a hotly contested field, one of the most difficult things we have had to do. It has caused an awful lot of aggro, particularly with senior colleagues in parliament who like to travel around in cars."
The superhighway is 1.4 kilometres long and provides a "safe cycle-friendly route for all ages and abilities through Vauxhall gyratory and across Vauxhall Bridge", according to a Transport for London (TfL) spokesman.
At its peak, more than 750 cyclists use the dedicated segregated lanes, which opened three weeks ago.
"We are moving as fast as we can to get it all done," Mr Johnson said.
"It looks beautiful and it is as smooth as a piece of virgin Tarmac laid by TfL - and you cannot get any smoother than that.
"It will be a wonderful thing for London and this is just the beginning of a massive programme."
He said he hoped his successor as Mayor would keep the campaign going.
"It is very, very important that the momentum does not stall and there is a large number of cycle superhighways still in the pipeline. There is a lot of work still to do but this is an example of the kind of transformation that can take place.
"It is vital if we are going to get people out of their cars, ease congestion and encourage fitness, walking and cycling - the things that we really need to get going."

Authorities Friday identified a bicyclist who was struck and killed by two vehicles on the Vincent Thomas Bridge.
The victim was struck at 11:59 p.m. Thursday and died at the scene, said Los Angeles Fire Department spokesman Brian Humphrey.
The man was Sergio Tapia, 31, of Long Beach, the California Highway Patrol reported.
According to the preliminary investigation, Tapia was riding north in the No. 2 traffic lane when “for unknown reasons, the bicyclist struck the roadway after losing control of his bicycle in the No. 2 lane,” the CHP reported.
“The driver of (a) Freightliner (truck) was unable to stop in time to avoid striking the bicyclist and bicycle,” the CHP reported. “The impact projected the bicycle towards the No. 1 lane, causing it to strike (a) white Cadillac.”
Both drivers remained at the scene, and neither was arrested.
