Can I use these balance wires to balance the pack with a buck converter? This balance board isPOS.

I thought charge series #1 with 4 volt series #2 with 8 volt ect.That is how the voltage measured on the connector.It is a series adding voltage with each additional series

Would recommend you get a BMS. with passive balance. Active balance is not needed for closely matched cells.
How far out of balance are your cells? balancing takes time even at 1.2A
