Charger not charging

I have a 60v 3amp charger that will not charge. I have checked both fuses and they are intact. When I plug charger in to wall the red Led will not light up. I plug my battery in and nothing. No fan or light. I read the voltage at the discharge cables and again nothing.

What battery are you using to test the charge?

Battery is a 60v 12.5ah Samsung 25r with 5a charge bms.

In case anybody can help. Symptoms no lEds when charger plugged in. Discharge wires read no voltage. Fan terminal reads 3 volts fan doesn't turn on. Seems like my transformer is bad

I’ve yet to knuckle down and actually repair SMPS yet. But if I do, this would be the initial guide I’d use to wrap my head around things:

Other than one Meanwell which popped ICL my SMPS failures have been cheap stuff economically and easily replaced from eBay, etc. But, SMPS theory is a very useful thing to know in this area of eBike charging tech.
