crystalyte 408 Dishing a Wheel

My 408 kit arrived today and came with a 7 speed gear cluster and I also noticed that it appears to be pulled to one side of the motor more so it does not need to be dished by me (as I would not be able to do this myself anyway) however I have noticed all the spokes on the side that are longer are also a little looser than the other.

Is this just the way that dishing works or should I tighten both sides the same I am thinking at the moment if I do it will pull the rim true again but am not to sure

I also found that even though I could mount the kit in my current frame that it would be to difficult removing the battery pack so I am off to K Mart tomorrow they are selling steel ATB framed bikes for $99 brand name cyclops if anyones heard of that
