E-bike custom sourced/kit parts, powerful enough for steep hills consistently - £300/400

Hi there, ive had a look around forums here and on e-bikes.ca for everything related to e-bikes but i cant seem to find anything explaining what is best to buy in terms of parts..

I am looking to custom diy a sub £300/£400 e-bike for commuting to work and back, strong enough to get up steep hills at a minimum of 10mph, with my existing Carrera Hellcat 29"


500W rear hub drive appeals to me, as well as 48V battery but have no clue which make or model, and i only need a minimum of 10/15 miles of range.
I would also need guidance on good reliable but cheap battery chargers.

Being based in the UK, i am aware of current bike laws restricting such road usages over 15mph, but i would prefer to go beyond this in certain situations where it is actually safer to be the same speed as other cars, so i would like a max speed to be around 40MPH.

Additionally, i am a tinkerer and would be willing to dip my toes into custom firmwares, VESC's or even displays/switches so i could switch between "legal" and "unlimited" modes.

You're over your budget already for a battery capable of >20mph unless you're willing to build the battery yourself from raw cells or get yourself a used one.

In this price range you are probably doing 20mph-ish and really scrounging for used parts.

I understand how attaining high speed can be safer. speed differential kills on the road. don't let anyone browbeat you about that, at least on here.

A recumbent or semi recumbent bike requires less wattage to attain fast speeds than an upright. This could reduce your net cost, but recumbents aren't cheap.

ah maybe i have overshot on the speed here, i can definitely make my own battery, but would there be any kit you would advise for this build?

If you're okay with a speed limit of 30mph, a medium to large sized geared motor ( Shengyi SX2 or MAC ) will do what you want on a limited amount of watts. It's a good choice if you are not dealing with long, steep hills that would be too hard to pedal up. Geared motors are a little thermally handicapped, so when hills get serious, you may want a mid drive, which is unfortunately much more expensive.

VESC and power settings? that'd be nice, i haven't seen or heard of that being done. I'm sure it's possible, but that needs googling. ebikes.ca's phaserunner and baserunner controllers may be able to pull that off with a superH harness.

I am struggling to find places to buy these parts as aforementioned, do you recommend any site listings?

batteries? i usually go with em3ev because they have a great quality to price ratio.
