No cop and definitely one of those electric scooters with the rear rack seat that have been showing up around NYC past few months. Probably SLA but I really have no idea about that.
'don't intend to embarrass folks but either this wouldn't pull 'em up the bridge incline or there was a failure of some type. I'm guessing they learned the hard way that it wouldn't actually go 20 miles on a charge...
