European regulations e-bikes COC Certificate of Conformity

In EU there are two e-bike classifications:
Pedelec: 250W 25kmh max
Speed Pedelec: 4000W 45kmh max

To have a a speed Pedelec (SP) road legal you need to get insurance and a numberplate. In order to get this you need to adhere to some technical regulations which are easily added to any bike:
Mirror
Horn
Reflectors
Pedal assist only up to 45kmh
Brake cutoff
...

However the bike needs a Certificate of Conformity (COC) from the factory to prove to the insurer that this bike does infact meet these criteria.



I've been searching but I cannot find a straight answer, which seems strange because I think everyone in EU is affected by this...

My question is why can I not find info if this COC is provided with off the shelf bikes like the Frey AM1000?

I'd love to build my own bike, but getting it road legal would be impossible. Avoiding suspicion by not riding like an idiot on the road (only like an idiot offroad!) Is something I wouldn't mind. However if I ever get in an accident on the road with another person involved, I could be frocked for life.

I had already read most of those topics, no answer.

Are there just no manufacturers outside EU providing COC with their e-bikes?
 
I want to buy an eBike, but it has a half-twist throttle, 2x1000W motors, and a top speed of 31 mph (almost 50 km/h) according to the official website. So… is that included in the Speed Pedelec category?

I’m from Madrid, Spain, and I would either have to use it and hope the police don’t stop me or register it with a license plate as a motorbike. But… I don’t know if that speed, just using the throttle or pedal assist, is legal/valid for that category or not.
 
thats not an e-bike its an e-moped, so just buy a legit e-moped that the manufacturer or distributor has paid for the relevant certification so insurance etc is easy rather than buying a bike that may need modification to pass tests and paying all the re registration and test fees, if you can find a route?

if it looks/performs like an e-moped and has no plate you will very probably get pulled over.. so buying and praying? will timeout eventually..

E-moped oh ok that’s not how they call it here in Spain.

Model is Puluma PH003. It says 45kmh here but on their website 31mph which is almost 50kmh so… I don’t know.

2x 1000w motors??? not in that form factor.. squat-geared hubs.. large thin Driect drive hubs perhaps??
either they are exaggerating the rated wattage or listing peak wattage, or just making it up..

either way a dodgy ad pic,,
