help - battery won't charge- new charger and good. battery.

I bought a used Evo powerboard
800w 36v SLA



I plugged my smart charger and my battery into a friends scooter and it began charging with the red light on so:
Battery is ok
Charger is ok

Tested motor. It works.


Then plugged all into my scooter and the green light lights up thogh the battery is half full.

What could the problem be?

What else should I test to find problem?

Controiller box is now open.
What should I look at for faults?

As an e-newby, what on a voltage tester do I test for, and where?

i can only assume dead battery. i got eglide with a dead battery i can charge to green but it only goes 10 feet.
