Yes it is an intelligent lithium cell charger that calculates mAh input during charge and mAh outpout during discharge. The Foxnovo 4S digital charger performs similar fonction. If you can, find a charger that can also read rough estimates of internal resistance.

If your controller will only pull 10 or 15A, then mayby it could work, but you would need a very heavy pack. Don't count on a long cycle life. Also, laptop cells are made with LiCoO2 chemistry which is the most unsafe for the 18650 format... It can catch fire during thermal runaway. Example of the energy they can release violently:
