Hiboy Max 3 Rear Wheel moves a tiny bit. (Replaced bad controller, No error on LCD)

I was given a Hiboy Max 3. The controller was bad, I replaced it and now the scooter powers on. The lights and brake lights seem to work as they should. However, the rear wheel only moves back and forth a tiny bit.

When I replaced the controller, I had the phase wires disconnected and the wheel still did not move.

How do I go about repairing this? Thanks!

When I replaced the controller, I had the phase wires disconnected and the wheel still did not move.
Does this mean that the wheel is physically jammed and could not be moved by hand?

(because disconnecting the phase wires would prevent the controller from being able to move the wheel driven by the motor).
 
Hmm, so the wheel moves like it does in the video (a tiny fraction) both with the phase wires unplugged and also when plugged in. I can move it about 5cm forward it stops and the same distance backwards and it stops.
 
Something inside the wheel must have come apart. You'll have to take it apart and look. Possibly a magnet came off or a bearing failed. Also, make sure it's not just the brake.
