to be accurate,.. do a "roll out" check on a flat surface,
1)..Put the valve at the bottom & mark the floor near the valve.
2) roll the wheel one turn until the valve is at the bottom again and mark the floor again near the valve.
3) Measure the distance on the floor between the two marks.
..it should be approx 2100mm ( 83") ?

hi following you post 700 x 42 equal to 29´´ x 1,65 ´´ wheel, ok?

you figure it by rim diameter + tire size X 2, then multiply that by 3.14~
700C rim is 622mm.
(622 + (42*2)) x Pi
I come up with 2218
But a rollout and measure method is more accurate. Rim width, tire tread, and manufacturing diffrences will change that.
