I wrote capacity on shrink wrap insulation of cells the capacity with a marker, but it tends to run off. Is there something I can write with that run off the wrapper around the cell?

Put a piece of painters tape on the cell and write on that. Though I always just use sharpie permanent marker, on literally thousands of different cells so far, and I don't have issues with it rubbing off... Try a different marker?

Third vote for a Sharpie. Although if you handle a cell a lot after writing on it, it seems to smear and come off with oil from fingers, or maybe the oil was already there before writing,

Write with a permanent marker, cover with clear box tape, profit.

It helps to wipe with a solvent first (lacquer thinner, acetone, etc.). It will haze/roughen the surface. Markers like sharpies won't then wipe or wear away as easily.
