11 speed cassette is your hangup there. Most rear hub motors with freehubs are for 8/9/10, and most rear hub motors are made for 7sp freewheels, not cassettes.
You'll have an easier time getting what you want, if you don't want as tall a stack of different things.
One thing that distinguishes a tandem from a single bike is there's always much more weight on the front wheel of the tandem. So that makes a front hub motor a good option. Then you don't have to worry about fad-chasing gear counts that go to eleven.
