HYPER SKUTE JET FUEL NO DISPLAY NO POWER

Hello ...I bought a Hyper Skute scooter 37v 350 watt. Scooter did not power on and no display. I was told it just needed a new battery. I got a new battery and replaced the controller as well. Now when I press the power button still no display but I hear a short tune and 1 beep, but black screen.
I got an ebike tester (could be a dud) connected to 3 motor phase wires and no red lights , just the one power light on the tester. Wondering what my next step should be ? Do I need a new display and how can I test the front hub motor.?
Any advice is greatly appreciated.
