Is My PAS Sensor Broken?

My new PAS only detects the magnets spinning about 10% of the time while pedaling/just spinning the magnets which results in the motor continuously jolting, only running for 1/10th of a second. I tried flipping the magnets but that makes it worse.

Thats too much distance between the disc and sensor. Shouldn't be more than a couple mm, 1/16"
