Kranked E2 kit surging under load

I have E2 kranked kit I bought used. There is a surging which spins the motor up to higher rpms while the motor is under load. For example, I am riding up a mild hill with throttle wide open. If the hill gets steeper, or if I drag the brakes a bit and the motor will spin up faster for a short time. This setup is all throttle, no torque sensor in the crank/pedals
It looks like I have a Kelly kbs-x controller or comparable (based on dimensions, brand labeling and wire locations)

I have tried the following things with no improvement:
Using Kelly software to diagnose - I purchased their rs232 cable. I have tried every downloadable software from their website and they all state that it is the wrong software for the controller.
Adjusted the gap in the ORO throttle to ensure that I was receiving 100% power

Based on some searching on this forum I think it may be controller related, but want to get some opinions as I don't know how else to diagnose

If the controller has a auto cruise control function, and you don't use brake lever cutoff switches, then the controller might exhibit that behavior. On my non-Kelly controller, I activate cruise with a button, but only have a cutoff switch on one lever, so it will try to maintain speed if I hit the brake without the cutoff.

It does not to my knowledge have an auto cruise. I checked, what I believe to be, the manual for the controller and it does not mention anything about that either. The bike doesn't just increase power to match speed, but it accelerates to the point I can barely pedal fast enough to keep up with it.
A fun anecdote- I crested the top of a steep mountain bike trail. At the top of the climb there was a big root crossing the trail. I was full throttle the entire way up the climb, geared down. As I pushed over the root- my motor went turbo and launched the bike wheelieing out from under me. I actually dumped it fast enough to just barely land on my feet
