How can we distinguish a LiPO (Lithium Polymer) cell/battery pack from a regular lithium ion cell/battery pack when there is no markings on the outside? Please excuse me if this is a stupid question.

only way to know for sure is to open it up and have a look... RC foil pouch lipo and 18650 cells can have the same ( of very similar ) voltage profile..

you can tell between LiFePo4 and the rest ( 3.2v vs 3.6v per cell ) but otherwise.. gotta open it up
Will there be lithium ion cells also in foil pouch form?

All lithium batteries are " Lithium Ion " ... all of them.

prismatic, foil pouch, cylindrical etc.. are all just format factor and can all be made with either LiFePo4 or other types like Li-Manganese / Cobalt / etc etc etc...
Then how can we distinguish the Lithium Polymer cell from the Li-Manganese/Cobalt cell etc which all has a nominal voltage of 3.6V?

well, typically ( not always, i'm sure there are exceptions ) cobalt based chemistries have lower Internal Resistance.. while Manganese based mixes have higher internal resistance

RC Lipo ( cobalt ) can to 10C or more easily... while other types tend to be 5C or less ( more often 2C )... so that's a factor.. otherwise you need to track down the manufacture .. and good luck with that.

Do you mean Lithium Polymer cell is just a name for some lithium ion cells including lithium manganese and lithium cobalt? Or in other words, lithium manganese and lithium cobalt are both lithium polymer cells?
