Throttle domino wire blue are connected number 4 white wire number 20 and black wire number 3

The Domino throttle is a Potentiometer throttle, change the throttle type in the Kelly app.

this is like asking " my car is not starting, why is it not starting?"

why are you looking at a CA when you have other issues to work out first?

Hi I connected from ca green wire to the controller number 3 and I get flashing red light but when I disconnected from controller the ca green wire controller stops flashing and go back normal?

It means is sees too high a Throttle voltage, you could have reversed the wires or maybe you need to tune the dead zone settings.
