Mean well hrp-600-48 oscillation

Hey guys,

I got a good deal on a hrp-600-48 on eBay, but I just hooked it up and the voltage goes from the set max down to about 60% then back up. Is the unit fried? I haven't hooked it up to a pack yet; not sure if I should..

Any ideas?

Ok, I hooked up a load to it and the voltage dropped to zero, immediately. I opened it up and I don't see any popped cap or blown fuses.
And suggestions would be greatly appreciated. Thanks.
