G'day and welcome to ES.
IIRC the Go Go uses a Dynamic R series controller. You need access to the DWIZ program, comms cable & encrypt dongle. Look for the "maximum forward speed" parameter. If it's already at 100% then no, you can't.
Bigger rear wheels would help at the expense of torque & acceleration.

How far do you want to go?
Not sure exactly how to do the math? To travel the same distance you would in 6 minutes. Leave 2 minutes earlier and travel 4mph.
How fast would you need to go to make scooter tip over going around corners? Testing needed.
4 MPH is about as fast as I would want to go in a scooter. I have no helmet.
