The MonkeyLectric light provides great visibility at any speed, and it creates full color patterns on your spinning bike wheel at 10 to 30 mph (15 to 50 km/h). The digital effects are instantly customizable - with on-board buttons you can choose the colors, patterns and mood

It might be a good idea to check the legality in your state.

If you're riding an overpowered bike, the last thing you want to do is draw attention to yourself.

True... in most places red and blue flashing lights on a moving vehicle are reserved for emergency and law enforcement only.

BTW spoke lights like these have been out for a few years now. MonkeyLectric is definitely the brightest ones out there.
But check out SpokePOV http://www.adafruit.com/index.php?main_page=index&cPath=6 especially the Pacman chasing the blue ghost. It's kinda cool and uses a clever method of a magnet on the wheel and a sensor to keep the image displaying upright as you roll your bike along.

Well, brightest maybe for "4-6 hours in high-brightness mode". ("15-30 hours in high efficiency mode") This with three AA batts...
With "Output Power: 2.5 watts peak" I was wondering if the batts couldn't be done away with. If the system could be run with one of those magnet on spoke/coil combo "generators" as used for some speedo systems? I assume the off-the-shelf systems don't generate nearly enough watts to replace the batts.

And of course "Batteries and battery holder are not waterproof" :(

Nice. Hadn't seen that adafruit system...

Thought MonkeyLectric mighta nailed it with their m464q Pro Light Wheel:
"Our professional m464q system is the most advanced bike wheel display system ever developed. It is the first and only system to offer stabilized solid images and motion video in full color, as well as wireless control. The system is designed to meet the needs of professional and commercial users. It offers the capability for evening or indoors display of custom motion video, slideshows and images in an exciting and uniquely capable form factor.
The system can display moving full color images filling the space of the wheel. It functions at bike speeds between 8 and 30 mph. The system uses 256 full-color ultra-bright wide-angle LED's. Wireless control and a large downloadable memory allow realtime control with a large stored playlist."
