So 2 questions:
- Does it work? I mean would you save a least few hundred watt at 30mph?
- Does it make it look too much like a motorcycle and raise cops concern?
 
33 pounds for a 5-10 pound part is ridiculous. I have a few somewhat similar fairings, and though I haven't mounted one yet, on some of my ebikes I felt it enhanced the look, so that part just depends.

Sure you sitting upright with no fairing vs tucked low behind that, can easily be a few hundred watt difference at 30mph, but so could just tucking nicely with no fairing. With no change in rider position I doubt that could make more than 100W of difference. Into a big headwind on a very cold day it might be worth every penny and police hassle.
 
To make it look less like a motorcycle You could plasti Dip, spray paint, the turn signals and headlight,
I have seen on youtube that plasti dip is removable. so that way you could just peel off the plasti dip if
you did not like the look.

As far as watts, I am not sure you could do 200 watts less, I am interested in what you do find out though.

I have seen a 100 - 160 watt reduction in watts, only when using a Time Trial type of tuck on my e-bike and that was when riding into a 8-12 mph ( 13-20 Kph ) headwind.
I forgot what speed I was doing, I just remember when upright I was using just under to just over 400 watts, and while in the tuck I was showing Upper 200's watts to just over 300 watts .
 
I agree with John, that the weigjht is way too much. Saving on aero, to lose the same or even more on weight penalty is not a good strategy.

I would look at zzipper.com for a solution that would be much lighter.
 
The pounds wasn't weight, but the price in pounds sterling as ebay showed when I clicked the link. BTW, those I have don't weigh even close to 1kg and cost under $10 locally.
 
People think a pointed nose is aerodynamic but a really aero street bike looks more like a guppy than an F104. Even a small piece of that guppy shaped fairing would help.

Notice the aero backpack in the second pic, the builder and rider is the owner of Parabellum windshields.
