You have to check isolation an grounding throughout the system. It can be really tricky to diagnose this kind of thing, but somehow you're break level is sitting up on top of the dc-dc voltage somehow. check the isolation on the DC-DC first. I bet that has some leakage.
 
How many volts you running? DC through both arms? And your sweating? On a serious note this don't sound good.
I read some where a sailor died from a 9v battery . But the wires made contact with bodily fluids (blood) through his heart, somehow.Read that here IIRC.
 
Sounds like your Meanwell doesn't mean well. ;)

Does the MW have a metal case that is connected to it's innards (ground)?

Is one of your motor phase wires shorted to the bike frame?

If so, you might get a potential difference between the frame, which at full motor power will average somewhere near full pack voltage, and the case, which will be at battery negative. Or some variation thereof.
