No resistance between live and phase but no short either

I have a brainpower controller.
It was working and now it isn't.
It still outputs 5v, and I measure 9 Ohms resistance between neutral and all three phase wires, but OL between live and all three phase wires. There is no continuity at all across all six measurements, so no short.

Is this indicative of blown FETS when there is no short?

If not, does anyone know what else these symptoms are indicative of?

Is the motor locked or " Notchy"?

Itsa shorty. Probe the MOSFET legs you will see it;. Fet has three legs. Probe the outside leg for continuity to the inside leg. A short will show. There should be no continuity from inside to outide leg.

When you probe the three phase lines to ground you should see " about 10kΩ resistance". ( 10,0000 ohms).. not 9 ohms. 9 ohms from phase to ground is basically a short ...
