Orange-ish dust on ends, previous weld marks on 18650s

I picked up a pair of “new” generic laptop batteries, each with 12 cells, from eBay to strip for cells. They were listed as 10.8V, 10400mAh.

As I’m disassembling then I’m finding a bit of orange-ish dust on the ends of some of the batteries. It also looks like they’ve been welded before, since there are more marks on the ends than math up with the weld points in the nickel strips.

Should I suspect that these aren’t new?

Is the dust a problem?

I need about .75A from each cell to run lights.

Looks like packaging dust to me. They're new , don't worry. On a serious note, you'd think they would at least try to sand the craters a little before passing them off .
 
Well, half of the marks are from me stripping them apart.

And now they’re all sanded clean and ready for welding.

Is this a serious post? Are you mentally competent to be handling this stuff?

That’s not what I asked. I asked whether I needed to be concerned about the cells that I’m stripping from brand new laptop batteries since they appeared different than expected. If anything I’m asking whether my new batteries are actually used.

If it were just a cell or three with extra welds , I'd say the original assembler just had an off day or his equipment did. I would lean toward those being used , and I don't know how Ebay would handle that. If it's dust and not rust, I wouldn't worry about it.
