PAS and kelly controller

Hallo boys, i need a help, i need to use PAS sensor on my Kelly controller, but i know (from kelly) i cant use PAS sensor on this controller...
I need to put PAS because in Italy law require this for become legal, i want to know wich is the technical explanation because pas don't work on throttle port..

Another possibilities is use throttle, but only after you move pedal, if you stop pedal throttle can't work!
Is possible put some circuit for send power (5v) to throttle after moving pedal?

Interesting, but i see on ebike.ca store only the version direct plug, i need with external shunt...
Maybe is on stock in future? Other ideas?
