I'm not sure what you would want explained. You could watch videos on YouTube of India. I think of it sort of like spread spectrum, you just keep getting bounced into empty spots so the next one can take your spot. But I'm no expert. Imagine if a single level of your parking garage could take maybe 4 levels worth of cars, because they were stacked 4 high. I wonder how much it costs to part in such a machine?

The moving parts of the machine are actually extremely slow, and then you realize that even this slow video has been sped up. If you had to wait for your car to move over and down before getting in, you'd be standing there with your packages for 5 minutes. Seems completely impractical.

My larger concern would be what these systems say about population agendas and government bureaucracy.
 
If you got money to spend but low floor space to hold your toys I think something like this would work great. Even at the slow moving speed. Not for an everyday car but for your restored classic car, custom build track day car or some vintage cars you only use a few times a year.

There are already various commercial parking spaces that use similar systems today. Those I've seen you exit your car, and the system parks it for you. When you show up to gather your car it surfaces on the same spot you left it - moving on rails or whatever and stacked 2 or 3 cars high depending on floor to roof space. Those too are kind of slow, but I think frequent users have an app so they can activate "on route" to shorten the wait.
