Question about "Max Speed"

When electric scooters, take a razor e100 for example, say the max speed is something like 10 miles per hour, is that really the top speed it could ever reach? What if you went down a hill, the top speed will probably be more than 10 miles per hour right? Or if you are pushing it yourself and then apply power you will get more than 10 miles per hour? Is it just referencing the top speed on flat land with just the power of the motor? Thank you!!!
 
correct. going downhill you will go faster unless you are braking.

speed is rpms under power, so pushing with power applied likely won't get you going faster. Downhill would be different.

EDIT - since your top speed is only 10mph you might be able to kick a bit faster actually. But it won't hold your speed and at that point it's dependent on how fast you can kick with additional drag from the drivetrain.
