Raleigh Chopper conversion ideas.....

HI guys

I have this raleigh chopper that I want to convert for fun, I want it to be road legal (UK) so 36v 250w is sufficient.

Just need some suggestions how to go about this, Im pretty sure a rear hub will not fit in the dropouts so does that mean no options but to be front hub driven?

Looks like steel, which means some major modifications to the rear dropouts are quite possible with a welder.

What's the front dropout width? Looks like a no brainer to slap a front hub on it if it is 100mm.

I understand the advantages of a rear hub when more power is involved quite well. But I fail to understand the bias against a low power front hub on a street bike with steel forks.
