Looks like the Volvo LIFE reflection spray, spray on reflection for "anything".
I am sure it will work, for a while. Then just respray.

Edited: I now was able to load the page in the link (user error bc bad copying) and I see your spray is more a "glow stick" type of paint. Get one of each and combine into something truly unique while you up the safety of night riding as well.

I think the Volvo lifepaint is more of a reflective paint while the Rustoleum Glow in the Dark paint needs to be charged in the sun uv for it to glow at night.
My daughter and I have made a few fairy glow jar for used as night lights.
An issue with using Glow Paint is if you are driving down a dark road and if there is any type of visible lights like street light or headlights the paint will not glow.
 
The girlfriend bought some of that glow in the dark spraypaint, and we used it on the door knobs in my weekend shack. It's disappointing. For the first 15 minutes, it glows bright enough. Nothing like those pictures, but functional. Then the glow quickly fades out, and is only possible to see in pitch black if you move your head around and try to zero in on the one slightly less pitch black spot in the dark. Usually I just stub my toe, swear, and turn on the light.

It does glow under a black light, but High visibility day-glo paint glows better in blacklight.


I want some of the Volvo paint. that stuff looks awesome. I think I remember reading that it's reflective paint, not glow paint.
 
Get one can of each and a strip of black light LED and you should be golden (pun intended) You could light up like a firefly by the flip of a button (led blacklight) and on top of that have reflective spray that will illuminate as soon as other light sources hits. Don't go flipping no candy and relive the 90's just because bike looks so bad 8)
