I'm not the currie expert, but I seriously doubt any need for a speed limiter on 24v anything. 99% sure the answer is no, nothing you can unplug or disable and get more speed.

One semi cheap way to increase the speed is to buy and install a 16 tooth ACS Southpaw left side freewheel which can be purchased on amazon.com with shipping for around $20.00. It puts your speed closer to 20 mph.
