Supposed 92v upgrade ???

Ok im 30yrs plus of working on motorcycles, a few month ago i came across a non running chineseTime Et mx bike with 72v pouch cell battery, so i looked at this bike with a little apprehension, im ok with motorcycle electronocs and wiring not much you can tell me after 30+yrs working at a busy motorcycle shop but when it comes to controllers and motors i freely admit i needed help so online i came asking daft questions but out of all the site i went on i was amazed how people on here are so helpfull ( chap called Amber wolf was incredibly helpfull and more than willing to talk to basically a newbie, thank you Amberwolf for all your help and solid advise ) i eventually worked out the controller had suffered water ingress and blew a ceramic cap off the board so after finding the company in china who made Time et i got in touch and they were great, sold me a preprogrammed APT74200 at half the price i was quoted in UK and programming would be an issue costing upwards of £80 for someone to program happy days, installed said controller and i get a 3 flash code, more reasearch and i finds a dodgy hall sensor so i strip don motor to get to halls, pulled head off a sensor while getting hall board out, got hold of a few new 120° hall sensors at 75p each replace the damaged one and the beheaded one, put it back together and its working good, i was very impressed by the torque and set off speed so i bought another nonworking Time Et this one had a 92v upgrade by a bloke who advertises these upgrades and they aint cheap ! The lad who i bought this from said he had the upgrade done after something went wrong. He paid mr upgrader £80 to diagnose the problem and was told controller had gone down. Then came the sales talk and went for 92v upgrade costing a whopping £2200 !. The lad said he was happy at first till a cpl of weeks after when the bike stopped working, so he rings Mr upgrader and was told he would come out and diagnose but it would be another £80 the lad was distraught and decided to sell it so i bought it and here are my findings :-
1 Controller was dead, as soon as i took cover off i knew the controller was toast because of the unmistakable smell of burned components ( see pic )
2 i was amazed to see it was an apt74200, it says 72-84v on the label, i had already been told that max its ok for 86v max (my standard bikes battery charges up to 85.5v) and after a long look at this very burned out controller nothing had been changed inside to beef it up so it could take 92volts it was identical to my old water damage controller,
3 I decided to take battery to bits (see pic )and to my horror i found really really worrying things and immediately took battery out of house and put it outside for saftey sake all i could think was this battery is so unsafe im amazed it had not burn the first owners house down.
Let me get this right, Mr upgrader is selling people upgrades for £2200 and here is what he actually upgades

1 battery bluetooth bms board 24s 92v( approx £40
2 half meter lengths of 200amp wire and a red plug and socket
And as far as i can see nothing else
Absolutly scandalous i noticed the charger was not standard, when i as lad about it he said he had to buy that after upgrade cost him £400 lol
