As a kid I envisioned inventing a sort of di-electric gel that could harness the power from the clouds. To me, this sounds like a method to extract static electricity. Is that an accurate assessment?

Ok, nothing... I wish my memory had a bloody index system. There is a process where you raise a sharp spike high into the atmosphere with a ground loop behind it and you will in effect get a fairly decent charge off of (and here the brain refuses to supply me with the rest of the details)
