Unconnected controller cables in a new scooter, is that normal?

Hi everybody. While removing some parts of my new Urban Emmo scooter (In order to make it lighter )
I noticed that there are two cables from the controller not connected to anything. I was wondering if they are for a
throttle with a three speed function?
Also, the controller seems to be a 36V. If that's the case, can I upgrade the controller to a 48V in order to get more
speed ? (not torque) knowing that is a 350W motor with 20Ah Lithium battery

leftover cables is probably normal. What they are for, you'd probably have to investigate inside the controller, unless one of these posts (or elsewhere around the web) has some info
