Used "BBS02" buying advice

Found a listing for a bike with what's presumably a BB02 ("750 watt bafang mid drive") and a "17.5 ah hail long" battery. Bike itself seems OK, no brand listed but it's at least better than a walmart bike. The guy is asking $950 but it's been listed for 2 months so hopefully I can talk him down to the 700s.

I built up a BBS02 previously with a bike I already had (purchase cost $700) so with the battery + motor, all in cost was pushing $1800. Getting a working ebike for half that seems like a steal. This 'new' ebike would be a b-day present for my father.

Anyways, any consumer advice for a used battery and motor?
 
$950 seems way to much to me, but I could be wrong for an unknown bicycle brand and questionable component status.
If its used, the battery is worth ZERO so plug that into your calculations.
Bikes probably worth $100-200 max if new. If used, no name is worth ZERO.
The motor you better open up and take a look at, see if it aint cooked or damaged gears, or if it even has grease inside.

Wouldnt it just be better to buy a BBSHD from a reputable source and install on a cheap Trek steel frame or something?

If you are in a big city then used bicycles online go for $50-100, and its a good brand that is 20yrs old but still in tip top shape, not an unknown brand. Its better to go with a 20 year old Trek then some piss gamble on unknown entities.
 
I'm sure it depends on the region you live in but around me used ebikes don't sell for much. Everyone lists them for $1000ish but no one buys them. I bought a BBS02 on a decent Kona mountain bike for $400 even though it was listed for $900. Just throw a super low ball offer out. They might have almost given up on selling and and will just be happy to be rid of it.
 
Ending up buying it for $375. Said 3k miles on the display. That might be on the high side but I still consider this a reasonable deal -I paid almost 3x that price for my BBS02 kit.

It's a Mongoose, seems to be walmart in origin based on the s/n. The frame itself doesn't seem terrible but the rest of the parts are pretty low rough. Planning to buy a mid range 27.5+ hardtail (e.g. Roscoe 8) and swap the parts. I've already stripped the motor and everything other accessory.
