What is this three speed limitation on my motor controller?

Here is a picture that came with the controller. My bike is slower than expected so I am hoping this is a speed selector like the one shown here

So can I activate these speed settings by using a jumper wire to connect either the left to the middle or the right to the middle? Is that how it works?

Well after finding more information on the function of this plug, I was convinced that connecting a jumper wire between socket 1 and 2 would speed up the bike. And that's exactly what happened. I haven't tested the bike with a load yet but the speedometer show an increased speed with the wheel raised but just a small increase.
