maybe you can use a rope and pulley and hang a jib out the window of your room upstairs and then just hoist it up the side of the building. you could even put an electric motor on the hoist to lift it upstairs.
...or is there some way you could rest the bike/wheel on the hand-rail & roll it up? You've got a major challenge whatever you do! If allowed, the other thing you could do is fix a runner/track along the outer step where it meets the wall so your tires can travel along it when you push it up. Just a thought.
