will a S12S controller work without lcd and sensors?

i have just installed a S12S controller my brother gave me

i have shorted out the 4 wires on the lcd cable as per instructions on the wiring diagram but put the power switch 1/2 red/blue (ignition lock)

does this controller need the other sensors connected before it will turn on?

It needs the display or it defaults to a slow speed setting(#2 I think).
